Key Responsibilities
- Lead the end-to-end tender management process for offshore substation projects, including HVAC and HVDC platforms
- Review Invitation to Tender (ITT) documents and define bid strategies in alignment with project objectives
- Coordinate tender timelines, deliverables, and internal approval processes to ensure timely submission
- Collaborate with multidisciplinary engineering teams to ensure technical compliance with client specifications and regulatory requirements
- Develop comprehensive cost estimates covering EPCI, fabrication, transportation, and risk contingencies
- Manage stakeholder interfaces with clients, internal departments, and external partners or subcontractors
- Lead tender clarification meetings and negotiations during the bid stage
- Identify commercial, technical, and contractual risks and propose mitigation measures or value engineering solutions
- Oversees the preparation of technical proposals, commercial submissions, execution strategies, and project schedules
- Conduct post-submission reviews and lessons-learned exercises to improve future tender performance
Requirements
- Bachelor’s degree in Engineering, Project Management, Quantity Surveying, or a related technical discipline
- Proven experience in tender management, bid management, or proposal preparation for offshore energy projects
- Hands-on experience with FPSO projects and offshore facilities, including EPC/EPCI scopes
- Strong understanding of offshore substation projects, including HVAC and HVDC platforms
- Solid knowledge of cost estimation, pricing strategies, and commercial risk management
- Ability to coordinate multidisciplinary engineering teams and consolidate technical inputs into complete proposals
- Effective communication and stakeholder management skills for client and partner interfacing
- Strong analytical and risk assessment skills to identify and mitigate contractual and technical risks
- Well-organized and deadline-driven with the ability to manage multiple tender activities concurrently
- Proficient in Microsoft Office applications and tender preparation tools
