Key Responsibilities

  • Develop Work Package Description
  • Identify deliverables, milestones and interdependencies with other WP's
  • Establish the schedule and the estimates based on a viable solution, and identify the necessary resources and their availability
  • Initialise the risk and opportunity register and the work package baseline using the relevant key project tools
  • Where applicable obtain commitments from suppliers
  • Establish a detailed schedule which is aligned with the project master schedule working closely with PMO
  • Define the cost structure, resource profiles, supplier selection and the relevant metrics to monitor the WP
  • Write relevant plans within the WP scope
  • Achieve the objectives of the Work Package and take the necessary management actions to correct any deviation from the baseline or objectives
  • Ensuring the on time and within budget delivery of work package's deliverables
  • Identifying and solving issues, managing the risks and opportunities and performing mitigation activities
  • Change management including assessing the impact, and overseeing the creation of technical proposals, whitepapers, formal contract variations and internal change requests

Requirements

  • Degree or equivalent experience in Engineering, Computer Science, IT or other relevant fields
  • Project Management qualification and/or certification (PMBOK preferred)
  • Previous experience in delivering software centric mission critical or high availability IT systems and networked computer infrastructure in a safety critical environment
  • Understanding of Earned Value Management, Work Package Control and reporting, with exposure to scheduling tools (MS Project, Primavera etc.)
  • Financial / budgetary management of engineering work packages or tasks
  • Advanced reporting and stakeholder management skills
  • Strong customer engagement and negotiation skills
  • Solid experience of leading and mentoring teams of 3-10 people
  • Experience in negotiating with suppliers
  • Collaboration tools including Jira, Confluence etc.
  • Air Traffic Management domain expertise (Desirable)
  • Network Engineering experience (Desirable)
  • Be eligible for Security Clearance from the Singapore Ministry of Home Affairs (CAT2)
  • Occasional international travel may be required
