Key Responsibilities
- Supervise and coordinate day‑to‑day civil and structural works in accordance with project specifications, approved drawings, and the Building Control Act.
- Manage Resident Technical Officers (RTOs) in supervising various disciplines including architectural, structural, M&E works.
- Monitor project progress, identify potential issues or delays, and implement timely corrective actions. Assist in the preparation of reports and documentation related to site activities.
- Ensure all works comply with BCA requirements, relevant building codes, regulations, and company policies.
- Conduct regular inspections and oversee quality control to maintain high construction standards.
- Maintain accurate site records, monitor construction schedules, ensure safety compliance, and attend project-related meetings.
- Validate overtime requisitions and supervise temporary works when necessary.
- Conduct inspections and supervision of material/ workmanship sample tests, including overseas fabrication yard inspections when required.
- Carry out regular site checks on contractors & ensure compliance with health and work safety per MOM regulations.
- Communicate effectively with project managers, clients, consultants, and stakeholders to provide updates and resolve issues.
- Attend client/consultant site and technical meetings when required.
- Report defects and non‑conformances promptly to the Consultant; issue instructions to the Main Contractor for testing, investigation, and follow-up actions.
Requirements
- Minimum five (5) years of relevant experience as a civil engineer, with at least three (3) years in site management and supervision of works similar to major construction projects such as buildings, earthworks, drainage, and pavement.
- Possess a relevant qualification recognized by the Professional Engineers Board (PEB) Singapore.
- Accredited with the Joint Accreditation Committee (JAC) of the Institution of Engineers Singapore (IES) and the Association of Consulting Engineers Singapore (ACES).
- Proficient in contract administration under the Public Sector Standard Conditions of Contract (PSSCOC), and conversant with statutory requirements, site management, quality control procedures, and progress report submissions.
- Able to lead RTOs in monitoring, supervising, and inspecting works as directed by the Employer and/or project consultants.
- Willing to perform overtime and/or shift work as required.
