Key Responsibilities
- Develop and implement construction cost objectives and cost control plans to achieve overall capital project cost targets.
- Support long-range planning and capital forecasting for large-scale construction programs.
- Analyze construction cost data using internal and external sources to provide insights for decision-makers.
- Identify cost-saving opportunities across labor, materials, equipment, contracts, escalation, and risk, and deliver actionable recommendations aligned to strategic objectives.
- Monitor and report cost performance across projects and critical cost elements.
- Track variances, risks, and opportunities at both project-level and portfolio-level.
- Ensure stakeholders have a clear understanding of cost tracking, controls, and reporting mechanisms.
- Maintain high standards of data accuracy, integrity, accessibility, and governance.
- Hold workstreams accountable for meeting cost targets, milestones, and deadlines.
- Reinforce disciplined cost management behaviors across project teams.
- Partner with Procurement, Facilities Construction, Finance, Operations, and Engineering to identify and execute cost optimization opportunities.
- Facilitate cross-functional ideation, evaluation, and problem-solving sessions to enhance competitiveness and project outcomes.
Requirements
- Hands-on experience in construction project cost control, quantity surveying, or capital project cost management.
- Experience supporting large-scale construction or infrastructure projects (e.g., semiconductor fabs, cleanrooms, industrial facilities).
- Strong capability in analyzing construction cost structures including labor, materials, equipment, contracts, escalation, and risk.
- 7–10 years of relevant experience in construction cost management, cost controls, quantity surveying, or capital project analytics, preferably within semiconductor or cleanroom environments.
- Bachelor's degree in Business, Engineering, Construction Management, or related field.
- Experience with mega-capital projects, including construction, infrastructure procurement, and/or project controls.
- Solid understanding of construction delivery models and contracting methods (GMP, lump sum, unit price, time & materials, etc.).
- Strong proficiency in data management, analysis, and reporting tools: Excel, Access, PowerPoint, Tableau, SQL, Power BI, SharePoint.
- Experience with procurement systems such as SAP, Scout, or equivalent.
- Working knowledge of project management methodologies.
- Excellent written and verbal communication skills, including executive-level presentations.
- Highly skilled in analytical thinking and structured problem-solving, with strong attention to detail.
- A confident communicator who can influence cross-functional teams and senior leaders.
