Key Responsibilities

  • Project Development and Management: The Development Engineer is responsible for the early phases of refinery capital investment projects. This includes conducting technical and business evaluations, preparing investment concepts, and leading pre-study and feasibility studies. The ultimate goal is to finalize the project scope for definition and execution decisions.
  • Project Lifecycle Responsibility: The Development Engineer's accountability extends throughout the entire project lifecycle. This encompasses overseeing pre-commissioning, commissioning, and start-up planning, ensuring a smooth transition from development to operation.
  • Project Support and Improvement: The Development Engineer shall focus on developing his/her expertise in leading investment project development according to Neste PIPE model. Other responsibilities include: facilitating Business Engineering Alignment Meetings; providing training on investment management processes; drive continuous improvement and innovation in asset development, investment systems, and processes.
  • Work with internal and external stakeholders at various stages of the project development, including Singapore refinery Technical, Operations, Maintenance, HSSEQ, Finance, Procurement.
  • Work with counterparts from Global Asset Development, Development team in sites, Technology Office.
  • Work with external EPC, QP, Authorities, Technology Provider, vendors and contractors.

Requirements

  • Bachelor's or Master's degree in a relevant technical field (e.g., Chemical Engineering, Mechanical Engineering, or others related discipline). A strong understanding of cross engineering field, production economics, operations, and technology is essential.
  • 5-7 years of experience in a combination of operations and capital investment projects within the oil refining, petrochemicals, or similar industries.
  • Strong leadership skills and stakeholder management.
  • Good in communication, presentation and EQ.
  • Good analytical and problem-solving skills.
  • Responsible attitude and safety-oriented mindset.
