Key Responsibilities
- Serve as a policy advisor to A*STAR stakeholders and HR Partners on performance management issues.
- Formulate and continuously improve performance management policies, procedures, and guidelines, including the promotion and progression framework.
- Develop toolkits, policy manuals, and communication materials to support HR Partners in policy application.
- Establish mechanisms to monitor compliance, ensure consistency, and address escalations related to performance management.
- Assist in planning and conducting the annual performance appraisal exercise, including serving as secretariat for appraisal sessions.
- Provide analysis and insights to the Board and Management on performance outcomes, risks, and recommendations.
- Manage the implementation of various Awards such as National Day Awards and Dedicated Service Award.
- Manage HR Compensation policies, frameworks, and processes to attract, motivate, and retain talent.
- Implement the Annual Salary Increment and variable pay components in line with compensation frameworks and budget.
Requirements
- 2 to 4 years of relevant HR experience, preferably with exposure to performance management and/or compensation.
- Strong analytical skills and comfort working with large data sets.
- Good written, verbal, and stakeholder management skills.
- Meticulous, organized, and capable of coordinating large-scale HR processes.
- Collaborative and team-oriented, able to work with diverse stakeholders on policy implementation.
